Manchester City fail to take up £25m option to buy Blackburn's Santa Cruz

Roque Santa Cruz's much anticipated move to Manchester City has faltered.The Blackburn striker was widely believed to be moving to Eastlands during the transfer window, but the clubs have failed to agree and fee and City have now refused to take up Rovers' £25million option to but the Paraguayan.The fee would automatically trigger permission for City boss Mark Hughes to open talks with the 27-year-old.
