Despite taking a fourth-minute lead through Chris Jones' first goal for the club, Town shipped goals from Andy Corbett and Jimmy Phillips to go down 2-1.
"If we need to bring in new faces and better players and freshen it up then that's what we will do. If we want to take this club away from where we are and out of this division then we need better players," said Newell. "We are not getting the results we should be and if it means bringing in new faces we will do it. There is a budget and you can't go mental but investment has to happen. If you want success you have to invest."
Newell promised that at least one new player would be at the club by next weekend. He added: "We will definitely have one next week, that's been agreed and hopefully two or three."
On the defeat to Burton, Newell said: "We had a couple of chances after we scored and I really thought had we got another it could have been anything. They rode their luck and they have come back and responded with two goals.
"We did not play after we scored. The players did not put them under enough pressure."
