The midfielder, 23, impressed while on loan at the Championship club during the second half of last season.
The Seasiders made no secret of their desire to make the move a long-term one but although a fee - thought to be around £500,000 - has been agreed, Adam remains keen to make the grade at Ibrox.
Holloway told Blackpool's website: "I have just got off the phone to Charlie's agent.
"Charlie is supposed be reporting back for pre-season training on Wednesday at Rangers and his agent has told us that although Rangers have accepted our offer he is a bit confused about things
because he thought he might have had a chance at Rangers.
"The lad has heard lots of speculation about Barry Ferguson moving from the club and he fancies the chance of still playing for them because he is a Rangers fan, so he is going to see Walter Smith and hopefully he will be coming to see us on Thursday."
