Despite having a year left on his current deal, the 28-year-old Northern Ireland international is thought to be available on a free transfer as he looks to rebuild his career.
And having spent last season on loan at Dundee United, Feeney would be open to a return to Scotland after his expected move to Leeds fell through last week.
"I think you've got to keep your options open and I would speak to anyone," he told The Press and Journal.
"Obviously I thought I was going to Leeds, which would have been a great move, but it broke down.
"That was very frustrating but these things happen. I need to be playing, but there's plenty of time yet to get a club - it's only the start of July.
"I'll be doing pre-season with Cardiff so I'll be fit and raring to go."
Charlton, Norwich, Huddersfield and Hearts have all been linked with a move for Feeney.
