Northern Ireland international Feeney, who started out as a trainee at Elland Road in 1998, still has a year to run on his current contract with Cardiff.
The 28-year-old told the Belfast Telegraph: "I'm just going for talks and there is still plenty of things to discuss. A medical hasn't even been suggested.
"Cardiff have given permission for another club to sign me so we'll see what happens.
"Leeds are still a massive club and I'm excited."
Feeney left Elland Road in 2001 without making a first-team appearance and went on to Bournemouth, Stockport and then Luton before arriving at Cardiff in June 2007. He has since had loan spells at Swansea and Dundee United.
