The 26-year old made eight appearances for Fleetwood this season including the game against York in August.
York manager Gary Mills told the club's website: "He's a player I've always rated. He's someone that's played a lot of league games and is experienced.
"He's my type of player, very comfortable on the ball, will get you the odd goal, a great team player."
Brown came through the academy at Everton and gained representative honours for England Schoolboys.
He has also spent time at Bristol City, Cheltenham Town, Port Vale and Morecambe.
About completing the move, Brown said: "I'm made up. I think the way the gaffer likes the game to be played suits my strengths and I'm looking forward to it.
"My strengths are creating stuff up front, trying to score and create goals, and enjoying my football.
"I think we have a very strong chance of promotion. When I played for Fleetwood against York they were solid, kept the ball well and had good strikers up front. I think we'll do well".
Brown will be available for York's game at Lincoln City on Saturday but striker Liam Henderson, meanwhile, has returned to Forest Green Rovers on loan until the end of the season.
Henderson made five league appearances for Rovers in a previous loan spell.
