Wigan Athletic manager Steve Bruce has told Tottenham they will have to rethink their payment structure if they want to land Wilson Palacios.
Spurs are keen to sign the Honduras international for £14million but have asked to stagger the payments over a four-year period.
However, the Latics are keen to receive the money in a lump sum so that they can strengthen their own squad this month.
Bruce said: "Anyone who has watched Wilson for the last six months will know what they are getting.
"The size of the fee, I believe, has been agreed.
"But in terms of the payment, (Spurs chairman) Daniel Levy wants it over something like 55 years!"
Manchester City have also confirmed their interest in signing the 24-year-old Palacios.
