Wigan Athletic boss Paul Jewell is hoping to finally complete a deal to sign Scotland defender Andy Webster from Hearts before the end of the week.
The Latics have been chasing the 24-year-old's signature for almost a month, but progress towards the transfer has been held up by uncertainty surrounding FIFA regulations.
Webster believes he is entitled to join a club outside Scotland on a free transfer despite having 12 months remaining on his Hearts contract, but Wigan are awaiting clarification from FIFA before deciding whether to press ahead with the deal.
Jewell told the Evening Post: "The Webster transfer is a difficult one, there are a lot of clauses involved. We are taking advice and have been working very hard behind the scenes to get it right - if we don't, we could land ourselves a big fine.
"Andy Webster is a good player. We need another centre-back here because I want two people for each position.
"We could do with a decision pretty quickly because the season is fast approaching and I'd like all my signings in by then - we can't wait forever."
