Rodallega was drastically out of form for hte Latics last season and managed only two goals all season.
The Columbian international striker made clear from the start of last season that it was his intention to leave the Latics at the end of his contract.
As well as Fulham, Everton and Stoke were said to be interested in signing Rodallega but both David Moyes and Tony Pulis failed to yield to the £70,000 a week wages desired by the striker.
As with Momo Diame's move to West Ham, the transfer seems to be motivated by factors other than footballing integrity.
Speaking about the transfer to Fulham, Rodallega said: "I'm thrilled to have signed for Fulham football club. I wanted to stay in England and I'm delighted that I now have this opportunity with Fulham.
"I would like to thank the staff and fans of Wigan Athletic for three and a half wonderful seasons there. I'm looking forward to pre-season training with the rest of the Fulham squad and starting a new chapter in my career."
Rodallega has signed a three year deal with the Cottagers.
