The South Korea international impressed the Latics coaching staff during a recent two-day trial.
He is out of contract with K-League side Suwon BlueWings and will move to England as a free agent.
Providing the formalities of obtaining a work permit are pushed through without any problems, Cho will sign a contract with Wigan before Saturday's trip to Middlesbrough.
"Everything is done. we will sign with Wigan on Saturday or Sunday if Cho gets the permit," the player's representative Kim Dong-ho told The Korea Times.
Wigan boss Steve Bruce is also hopeful that an agreement can be put in place as soon as possible.
"He's done really well," he told the club's official website.
"We have been really impressed with him as a player and a person and we can sign him as he is not under contract with any club."
