The England winger's deal runs out in July 2012, and Villa are currently negotiating the terms of a new contract - which will likely see his pay increased from £65,000/week to £75,000/week.
But Spurs manager Harry Redknapp has already tried to sign Young once, and could use the buy-out clause to his advantage in a swoop for the 24-year-old next summer.
The Mirror suggests Young could command a fee of £14 million.
Spurs were put off by his pricetag and personal demands this summer, but the suggestion is they are now ready to break the bank.
