Tottenham transfer budget unaffected by training ground outlay

All these things need to come together, but this is part of it.[LNB]'I wouldn't say it (new facilities) is about being ahead of the game. It's opportune that there's been this new rule change but this has been a project we've been working on for five years and this will be a facility that will be here for decades.[LNB]'The new Premier League rule change will force managers at all clubs to give youth more opportunity. And I believe this will be the best facility of its kind in the world because we have spent five years developing it, we've been to virtually every major facility around the world and hopefully we have taken the best parts from those facilities.'[LNB]Meanwhile, the Football Association have confirmed that the new Premier League rules, that state that no more than 17 players in a 25-man squad, can be non-home grown, will not apply to the FA Cup.[LNB]
