Muntari, who played for Redknapp at Portsmouth, was signed by Inter coach Jose Mourinho last summer and has become a key figure at the San Siro.
Spurs have reportedly inquired about his availability, but Muntari insists he is happy to continue in Italy.
Tottenham target Mark Schwarzer from FulhamTottenham manager Harry Redknapp still keen on Kenwyne Jones "I'm not moving from Inter – I would be crazy to," he said. "I'm very, very happy here. I'm in a winning team, at a great club and I want to keep winning at Inter."
Muntari's agent Frank Schreier added: "Tottenham have contacted us several times to inquire about Sulley, with regards to his performances for Inter but there has been no official offer."
Meanwhile, Kenwyne Jones could also feature heavily in Redknapp's summer plans should Sunderland be relegated.
The forward, whom Redknapp tried to sign in the winter, is unlikely to stay at the Stadium of Light should Ricky Sbragia's men fail to survive on Sunday,
"I can't say what is going to happen but, at the same time, I just have to work hard and do the best I can for Sunderland," said Jones.
"Tottenham have been linked with me quite strongly for month upon month. I can't say I know what is going on there or whether it is just paper talk or what.
"I can only focus on the job I have now."
