Barca had scouts at Craven Cottage on Sunday to keep an eye on the Welshman, and were impressed by what they saw from him.
Gareth Bale is under contract with Spurs until 2015 but the club may be willing to part with the player if a bid is submitted.
According to a report in The Daily Mail, Barcelona will test the resolve of the North London club with a bid of around £35 million either in the January transfer window or next summer.
Barcelona are looking for Bale as a potential replacement for David Villa who is reportedly looking to leave Barca after falling out with Pep Guardiola and Lionel Messi.
