Jamaica international Rudolph Austin's proposed transfer to Stoke City has fallen through after the player was refused a work permit.
The Potters had hoped to sign the 23-year-old last summer when they landed compatriot Demar Phillips, but injuries prevented him from making the required number of international appearances to be granted a work permit.
Stoke boss Tony Pulis told the club's official website: "Unfortunately the ruling didn't go for us, and myself and everybody else at the football club are massively disappointed.
"I believe Rudolph is going to be an exceptional player, so to have worked 18 months trying to get him is disappointing.
"He's obviously upset by it, but he's a great lad and he'll make sure it doesn't affect him.
"We're looking down all the avenues to see what the next step is, but I'm disappointed the ruling hasn't gone for us."
