The highly-rated midfielder is, however, not short of offers after scoring 13 goals last season.
The Magpies, who are close to finalising a takeover by Middle East consortium Munto Finance Ltd, have registered their interest in the 28-year-old.
"Ben is a talented player who would offer something different in midfield to what we already have and I have spoken to his agent," County manager Ian McParland told the club's official website.
"In fairness, I have spoken to a lot of agents about a lot of players in the past couple of months and Ben Davies is just one of those. As things stand, we haven't gone beyond that - but you never know what the future might hold."
