The 24-year-old is currently on loan at Rovers from South Yorkshire rivals Sheffield United, and he has notched 15 league goals in 30 starts since joining in September.[LNB]But O'Kelly admits that while manager Sean O'Driscoll would love Sharp to move to the Keepmoat Stadium for the long term, that it is unlikely given the finances available.[LNB]"It depends who wins the lottery, out of me and Sean, to whether we can sign him permanently," he told Skysports.com.[LNB]"We would love that to happen, but the financial constraints decide what we do at this football club.[LNB]"Some believe it is not speculating, others think it is good management, but in the present climate with football clubs going out of business and being taken to court puts our policy in a good light.[LNB]"At the end of the day you want a successful football club that is still in existence in 10 or 15 years time.[LNB]"As much as we'd love to have Billy here next season, finances will determine whether we can do that."[LNB]Rovers kept their play-off dreams alive with a last-minute winner against Peterborough on Tuesday, but O'Kelly believes their next three outings will determine their chance of finishing in the top six.[LNB]"It was never going to be an easy game against a Peterborough side full of endeavour and determination to dig themselves out of trouble," he added.[LNB]"We had to really work hard to get a result against them and the next three games, against Sheffield United, Newcastle and Barnsley, will give us some idea whether we've got a chance of getting into the play-offs this season."[LNB][LNB] Coca Cola Championship Promotion 09/10.
