The centre-back, 18, will spend the next month at the Yorkshire club in the hope of gaining first-team experience.
Although Howe, a product of the Iron's youth system, has been a regular in matchday squads this season he has yet to make a first-team appearance.
He was the only senior member of last year's youth system to be kept on, signing until the end of this season.
