The 18-year-old is said to have agreed a three-year deal for an undisclosed fee. Hibs will now have to get the required International clearance in place for the deal to go ahead.Stephens made just one appearance during his time at City, coming off the bench as a substitute for Gary Doherty in the win over Gillingham in the Johnstone's Paint Trophy back in October 2009.
