The 23-year-old agreed a three-year deal with the club on Thursday and has passed a medical.
Pope scored nine goals in 33 appearances for the relegated Railwaymen last season to top the scoring charts at Gresty Road.
Rotherham's chief operating officer Paul Douglas said: "Tom has agreed terms on a deal with us and we are looking forward to
