The club would have been on the cusp of automatic promotion to League One last season had it not been for a 17-point deduction.
But Broughton believes the Millers are now in better shape than ever before to go up.
"We've got to get moving up towards the Championship over the next few seasons," he said.
"My personal goal is to play week by week in what is a very good side. Looking at the team and the players we have a very good squad of 20. One of the best.
"It reminds me of when I played for Milton Keynes Dons, in Incey's [Paul Ince] first reign. It is so much stronger than last year."
