The Millers have spent the last year playing in Sheffield at the Don Valley Stadium after they left Millmoor and are planning on moving back to Rotherham within the next three years in accordance with criteria set out by the Football League following their exit from administration last year.
And Stewart is confident that they may not be too far away from revealing where their new home will be.
"All the relevant parties are being extremely pro-active behind the scenes and what I can absolutely confidently say right now is that things are really starting to take shape with every part of the process," Stewart told United's official website.
"The leader of the council, the chief planner and I are speaking almost daily and we are getting close to where we want to be.
"I know there is frustration amongst everyone on concrete news with regard to the new stadium, none more so than myself, but I have to accept that these things do take time."
