The 21 year-old told BBC Surrey he was making the move "to prove Rotherham wrong and that he can play at this level, and higher."
Brown has made only a handful of appearances since his summer move from Ipswich due to falling out of favour or being absent with the Welsh U21 squad.
He has scored one goal so far, which came in the 2-2 draw with Barnet.
