"When games are tied on goals the match should be awarded to the team conceding the least number of corners. Corners are not willingly given away and the team, awarded the most would have been the team with the most attacking play. And because they are awarded as part of the play throughout the match, the teams would be aware of their standing right up to the final whistle. The competitive nature of the match would be retained in the match and not replaced by an after match spectacle like penalty shoot outs. If the goals and corners were, the next level of decision would be awarded to the team having been award the most number of throw-ons as even this minor award is still contested during the match and players do their utmost to avoid giving away a throw on in the same way that they do to avoid conceding a corner. These markers are related to the domination of play and not a lucky break after the final whistle."

Sepp Blatter labels penalty shoot-outs 'a tragedy'
"Penalties are a good way to decide the outcome after extra time however it does come down to one player and a keeper to decide the outcome. An alternative I would suggest is corners where each team has an attempt to score from a corner until a Goal is scored. This would normally be 2 defenders and a goalkeeper for the defending team and 3 strikers/attackers for the attacking team. Also each team could take the attempt at opposite ends so fans get to see their team attempt to score. The attempt would be over once the ball was cleared or left the six yard box. "
