Elliott Bennett gave the hosts a 19th-minute lead with a scrappy opener before Mike Jones added a superb second in the 84th minute, ensuring Will Buckley's injury-time strike for Dale was only a consolation.
"We never really had a foothold in the game," said Hill.
"I thought having gone 1-0 down, we weathered a bit of a Bury storm and were in the ascendancy in the second half.
"There were a few near-misses but then they got their second goal, which I thought it was as good a goal as we'll see all weekend.
"Games like this are very difficult to assess because of the passion and emotion and it's the same for the players as well," he added. "Often the game can pass you by and maybe that game passed us by. Overall, it was probably forgettable and very disappointing."
