Arthur eyes glory with Rochdale
Arthur, 29, will join Dale on July 1 after he decided against signing a new two-year deal with Stanley.
The Scot was one of Accrington's best players last season and his departure will come as a real blow to the cash-strapped club.
Arthur said: "I enjoyed my time at Accrington and there is very much a family atmosphere at the club.
"We had to achieve our success by striving for mid-table finishes but coming here means that I can now look forward to the challenge of competing at the top end of the table. I can't wait to get started."
