Rangers boss Walter Smith will only allow goalkeeper Roy Carroll to leave the club once a replacement has been earmarked.
The 30-year-old has made just one appearance for the Gers since his arrival from West ham United in the summer and Derby County are keen to take the Northern Ireland international back to England.
However, Smith is keen to secure a reliable back-up for Allan McGregor before sanctioning Carroll's exit.
He told the club's official website: "From our own point of view we have to take into account Roy's desire to move back to England, but we need to get someone in before he leaves.
"As things stand we have not been able to get someone in."
