Preston North End have won the race to sign midfielder Richard Chaplow for West Bromwich Albion, beating off competition from Burnley.
The 22-year-old former England Under-21 international has signed a deal running until the summer of 2011 at Deepdale, with an initial fee of £800,000 being paid by the Lilywhites.
After completing his move, Chaplow told his new club's official website: "I don't want to play League One football and if I thought this club was going to be playing at that level, I wouldn't have signed.
"I've been at West Brom for three years and I've been in and out of the team.
"There were a few clubs interested in me and my agent asked if I'd like to come to Preston, the answer was yes."
Chaplow started his career with Burnley before joining the Baggies in January 2005, but he made just 37 starts for Albion during his two-year stay at The Hawthorns.
