Portsmouth transfer request is rejected by Premier League before even reaching FIFA

Portsmouth have had their request to be aloowed to sell players outside the transfer window rejected by the Premier League despite FIFA indicating they would consider an exemption to their rules.[LNB]The beleaguered South Coast club had appealed for a relaxation of the transfer regulations to try and ease the financial burden which is threatening to put the club out of business.[LNB]FIFA were contacted by both the Premier League and the Football Association to gauge their position. And although the issue was not rejected out of hand, The Premier League have decided not to allow Portsmouth any leeway.[LNB] Dark clouds: Portsmouth are under pressure to find cash[LNB]Worries about protecting the integrity of the competition coupled with a hope that Portsmouth are close top finding a fifth owner of the season are the motivating factors behind the decision.[LNB]Portsmouth are due back in court to on March 1 to contest a winding up order brought by HM Customs & Revenue over an outstanding £12.1million bill.[LNB]The hope is that new owners will be in place by then to provide the necessary funds to stave off the prospect of Portsmouth becoming the first Premier League club to be placed into administration or even liquidated.[LNB]A South African consortium is understood to have moved ahead of investment company, Endeavour Plan, in the race to buy Portsmouth, who are saddled with a £60m debt, from Hong Kong businessman Balram Chainrai[LNB]Should Portsmouth go into administration then players could yet be sold outside the window in an effort to pay off creditors.
