Clifford unlikely to stay at Plymouth
Plymouth may be thwarted in their attempts to keep on-loan striker Conor Clifford until the end of the season.
The Pilgrims have been placed under a transfer embargo due to their debts to HM Revenue and Customs.
Clifford has impressed since arriving from Chelsea in October, but any extension beyond January would be classed as a new signing.
