Sky Sports is suggesting the 29-year-old as a target for Nottingham Forest after an impressive season in Holland's Eredivisie.
Mulenga netted 14 times for FC Utrecht.
Norwich and Reading were linked with the player last season and he told BBC Sport in December that playing in England would be a 'dream'.
Reports in Mulenga's native Zambia recently have mentioned Maccabi Haifa, Real Sociedad and Konyaspor of Turkey as also being interested.
