Norwich City manager Glenn Roeder has made Blackpool midfielder Wes Hoolahan his second summer signing, while goalkeeper Matthew Gilks has moved in the opposite direction to Bloomfield Road.
Twenty-four-year-old Republic of Ireland international Hoolahan has penned a three-year deal with the Canaries and is delighted with the move.
"I had several options but as soon as I met the manager and saw the facilities, I knew Norwich City were a club that matched my ambitions," he told the club's official website.
"I want to play Premier League football as soon as possible and I feel that this move will give me that opportunity. Norwich City have a fantastic fanbase and play the type of football that suits my game."
The former Livingston star scored 16 times in 99 appearances for Blackpool during his two seasons with the club.
