Kelly flies in for Canaries
The 18-year-old, who can operate as either a centre-half or a striker, will finalise a one-year deal with the option of a further year on July 1.
Kelly joined the club after impressing in a trial for Histon and Canaries boss Bryan Gunn has compared him to former Carrow Road favourite Chris Sutton.
"He does liken to a young Chris Sutton with the versatility he's got," Gunn told his club's official website. "We hope that he'll push on in the reserves next year and content to be a member of the first team squad as well."
