Turkey international Emre will move to Fenerbahce later this summer to bring a frustrating three-season spell with Newcastle United to an end.
The 27-year-old moved to St James' Park from Internazionale for £4million in 2005 but injuries have restricted him to only 63 starts for the club.
He started only one Premier League game in the second half of the campaign just ended and is expected to complete his move to Istanbul later this week.
A brief statement on Newcastle's official website read: "Newcastle United can confirm that they have agreed terms with Fenerbahce for the transfer of midfielder Emre.
"The Magpies have also given Fenerbahce permission to talk to the player to discuss personal terms."
