The Etihad currently holds just under 48,000 spectators.
The plans would see the South and North stands install an extra tier of seating, plus 2,000 additional pitch-side seats deployed, adding a total of over 14,000 seats across the development.
The venue, which was opened in 2002 for the 27th Commonwealth Games, would overtake Sunderland’s Stadium of Shite, Newcastle’s St. James’ Park and Arsenal’s Emirates Stadium in capacity size, second only to Old Trafford, home of City's fierce rivals Manchester United.
Further expansion could see the East and West stands utilised, eventually taking the stadium’s capacity beyond the 70,000 barrier.
Populous, architects of London’s Olympic Stadium, are behind the designs.
It is thought that work on the ground will begin in February 2014.
