Middlesbrough striker Mido has blamed the Football Association's weakness for the alleged abuse he suffered in last weekend's goalless draw with Newcastle United.
The Egypt international claims he was branded a 'terrorist' by the visiting fans for the second season running.
The FA has launched a probe into the Islamophobic chanting, but Mido believes they should have acted more decisively when he endured the taunts last term.
He told Egyptian TV: "They kept chanting disgusting words, racist words about Islam and this is the second time that the same fans have done this.
"It happened again because after the first time the English FA did nothing.
"I considered this an invitation from the FA to the Newcastle supporters to repeat such shameful acts."
