Midfielder Stuart Anderson also returns to the squad after injury, but Davie Ross (foot) is struggling and defender Daniel Moore and striker Dennis Wyness are ruled out.
Bobby Mann looks set to continue his comeback in the centre of the Blue Toon's defence.
Cooper is still disappointed by the 1-1 draw against nine-man Forfar last weekend and he is demanding an improvement.
"What happened is still sore as we should have had the game dead and buried," he said. "To drop points in those circumstances was really disappointing and one of the things we have to do better is to get a better delivery of crosses into the box."
Stewart Baillie and Stewart Murdoch return from suspension for East Fife.
Former boss Steve Crawford is again included in the squad for a game that sees Gordon Durie begin his new role as assistant to manager John Robertson.
"We have a full squad with no injuries and that is a good way to be going into what I expect to be a tough game," said Robertson.
"The boys have played well in the two games I have been in charge and I am looking forward to them making it three.
"Last weekend's game against Alloa was a hard fought win and it would be great to achieve the same again at Peterhead."
