Manchester City are believed to still be in talks with several different parties about a takeover of the club.
Former Thailand Prime Minister Thaksin Shinawatra, ex-player Ray Ranson and an unnamed American consortium are all in the running to seal a deal for the Premiership club.
Thaksin Shinawatra's lawyer Noppadon Pattama has said: "Thaksin has officially submitted his bid to buy the football club.
"There is not any official conclusion yet at this moment, but everything is proceeding well. By the end of this month, everything will be clear."
City chairman John Wardle is thought to be keen to sell the club to Shinawatra.
