Shakhtar Donetsk have reported Manchester City to FIFA after claiming they are still owed £475,000 from the deal that took Elano to Eastlands last summer.
The Citizens agreed an £8million fee with the Ukraine side for the Brazil midfielder 12 months ago, but Shakhtar claim they have not yet received the full transfer amount.
The dispute is reportedly centred around a final payment of five percent of the total transfer fee which is due to Elano's former clubs.
"We can confirm Donetsk have lodged a claim with FIFA regarding this matter," confirmed a spokesperson for the game's governing body.
"As the relevant procedure will start in due course, we can't provide further comments for the time being."
The 27-year-old scored 11 times in 39 appearances during his first year in the Premier League last season.
