Beckham, who is currently in the UK on a winter break from America after winning the MLS title last November, is now expected to pen a new deal with LA Galaxy.
And PSG president Nasser Al Khelaifi confirmed Leonardo's comments, saying that LA Galaxy have won the battle for his signature.
When asked if he thought Beckham would stay in LA, Al Khelaifi replied: 'Yes, I think so. David Beckham is in Los Angeles and will stay there.
'He will not come, it's clear.'
Leonardo had previously stated he was willing to wait for as long as it takes to allow Beckham to make his decision over whether to move to the French capital.
'The question has never been professional but about his family. It is a difficult choice to make to move his family to Paris,' he said.
'I know him. I have an incredible admiration for him as a player and a father too. I understand that it is difficult to move.'
