Chris Foy to referee Carling Cup final

The Merseyside official has been on the Select Group of referees since 2001 and was the fourth official when Tottenham manager Harry Redknapp won the FA Cup with his former club Portsmouth last season. [LNB]In October 2006 Foy apologised to Redknapp for awarding a penalty against Portsmouth for what looked like a dive by Tottenham midfielder Didier Zokora. [LNB]Talking about the incident late last year, Foy said: "The biggest decision I regret was giving a penalty at Tottenham when a player dived. [LNB]"I told the opposition manager [Harry Redknapp] I was sorry afterwards when I saw the incident again and realised I was wrong. The next day he called me back and asked me if I'd got home OK because he knew how much it was hurting me." [LNB]Foy will be assisted at Wembley by Northamptonshire's Peter Kirkup and Andy Butler of Lancashire. West Midlands referee Andre Marriner will be the fourth official. [LNB]
