Fifa anti-racism chief Jeffrey Webb says the "time for fines and closures is over" as a punishment for racist chanting by fans.

He said legislation was in place to tackle racism in football and that it was time for legal experts and disciplinary processes to take over.

Mr Webb was speaking after meeting Manchester City's Yaya Toure who claimed he was the subject of racist chanting during his side's 2-1 Champions' League win away at CSKA Moscow last week.
