The French-born 19-year-old, who started out at the Clairefontaine academy in France, can play in defence or midfield and joined City from Rennes in November 2008.
Carlisle boss Greg Abbott told the club's official website: "We're starting to build a good relationship with Manchester City and Jeremy is a player who they rate very highly.
"He has a good reputation, he's very versatile, strong and a good footballer, so he'll add to the options we already have.
"He'll join us for training ahead of the trip down to Yeovil and he's one that we're really looking forward to working with."
Helan will take squad number 16 at Carlisle until his loan expires on November 12.
