It is the second time in as many seasons the Eastlands club have made a move for the 28-year-old. "At the time John also reiterated his total commitment to Chelsea. We would like to make it clear, and will not do so again, that John is not for sale." News of the offer being unsuccessful is the latest rebuff for City who have already had a bid to sign Barcelona's Samuel Eto'o knocked back.
