Manchester City defender Micah Richards has bemoaned referee Phil Dowd's 'poor' decision to award a controversial penalty for handball to Liverpool in his side's Carling Cup semi-final exit.[LNB]Richards was adjudged to have handled in the area for the spot-kick which led to Liverpool's first equaliser in a 2-2 draw at Anfield on Wednesday, a result which ensured the Merseysiders progressed 3-2 on aggregate.[LNB]He was penalised as the ball ricocheted off his leg and hit his arm as he attempted to block a Daniel Agger shot, with Steven Gerrard converting the spot-kick.
