The Brazilian, 19, is unhappy at being left on the fringes of the first team at Inter and has so far only managed two appearances for the Nerazzurri this season.
The Former Vasco da Gama midfielder Coutinho who has won one cap for Brazil was billed 'the future of Inter' by former Inter and Liverpool manager Rafael Benitez.
He made 19 appearances last season under Benitez and Leonardo but new boss Claudio Ranieri is less keen on the young Brazilian.
Liverpool are short of creativity in the middle of the pitch and with Coutinho being available for around £7 million, Kenny Dalglish is likely to make a move for him in January.
