The 28-year-old defensive midfielder departed for England on Wednesday to finalise negotiations and undergo a medical with the Foxes.
Abe has 49 caps for Japan but has not made the required number of international appearances to be granted a work permit.
However, Urawa Reds general manager Koichi Hashiratani believes the fact Abe was an ever-present for Japan at the World Cup in South Africa with make him a special exception.
"Having played in all four World Cup matches I think he will clear that hurdle," said Hashiratani on Kyodo News.
