Leeds United chairman Ken Bates has called for Football League chairman Lord Mawhinney to resign following his club's failure to win back a 15-point penalty imposed at the start of the season.
Bates has accepted the decision of an independent three-man arbitration panel to uphold the league's decision to dock the points after Leeds broke competition rules on insolvency.
However, the outspoken chairman believes Mawhinney should resign following criticisms of the league in the panel's findings.
"No matter how gentlemanly they put it, the tribunal has criticised the appeals procedures of the Football League," he told Sky Sports News.
"I think in the circumstances and in view of the criticism of the bad flaws in the Football League's procedures, the directors of the Football League board should consider their position and Lord Mawhinney should resign.
"You have to have leaders you can trust and respect and I'm afraid that is no longer the case as far as Leeds and as far as many other clubs, who haven't got the guts to say so."
