Tractor Boys bag two Black Cats
The pair were made available for transfer by Black Cats boss Steve Bruce after he strengthened his midfield over the summer with the acquisitions of Lorik Cana and Lee Cattermole.
Leadbitter, 23, has signed a three-year deal and Edwards, 30, a two-year deal. Both will now be reunited with former Sunderland boss Roy Keane at Portman Road.
Leadbitter will train with his new team-mates on Tuesday afternoon but Edwards is away on international duty with Trinidad & Tobago.
