Garvan, 21, has made over 150 appearances for the Tractor Boys but has not featured under Keane since the 2-0 defeat at West Brom at the end of August.
Keane said: "Owen is not in my plans at the moment and he had the chance to go out on loan last week.
"I thought it was a good option for him to go and get some games but I have no problem with his deciding to stay here.
"He's a talented boy and like every player at the football club he will have a chance to impress me.
"His attitude has been fine, he has trained well and played for the reserves."
